Harold Creighton, director of a disastrous film called 'Teen Monsters from Mars' is embarking on a new venture, and he wants his head of special effects, Clarence Fenwick, to come up with a fire breathing dragon. Fenwick discovers that up in northern Ontario, Canada, there is a village occupied by 168 fox-like aliens and their symbiotes, a species known popularly as whistling dragons. While they do have wings, these 'dragons' are mammals and the do not breathe fire. Fenwick travels up there to talk with the aliens, meeting a female named Chandrha and her whistling dragon Jhevharel. Harold Creighton decides to come up to the village in order to shoot part of the movie there, using the whistling dragons for long shots, and having Fenwick create a fire breathing dragon later back in Hollywood. With the arrival of the humans, the idyllic life of the aliens falls apart. One of the two humans living there is killed, and the suspicion falls on one of the actors or the crew that had come up with Creighton. If that wasn't enough, an Air Force officer from the States wants to take the aliens back to the U.S. even though the aliens have been granted immunity by the Canadian government.
