Finding a primitive intelligent local species a blue marble was decided to be a reservation, banning all civil traffic from the area. A local governor was installed to keep an eye on the development and to take care to keep the locals unaware of modern civilization, until the Council of Sapient Developement Control, CSDC, decides to open communication with the civilized world. This is about a hapless local stumbling into something he wasn't supposed to see. How to get rid of him making some profit by the way? This job was way to far in the outback for the pay! The damaged armed forces cruisers would give a nice boon as well, even if the local equipment was subpar. Fortunately the locals were too primitive for even the most basic of counter surveillance.
