The year is 2085 and superpowered demi-humans now make up more than thirty percent of the human population. The world is at peace; law and order are upheld by the great heroes, who soar the skies and fight crime for the good of the people. The streets are cleaner and safer, wars and terrorism are only spoken of in history books, and children can play outside their homes without fear. For the first time in a very long time, humanity has hope for a better future, alongside the legendary heroes.

In the Free City of Proxis, however, heroism is failing; crime is the norm and heroes are fighting an ever losing battle against a tide of supervillains, who constantly vye for dominance over the ten thousand square-kilometer city. Of the hundreds of villain organizations, however, only a few are ever spoken of in fear and awe. One of these organizations is the Four Horsemen of the Apocalypse, whose goals encompass Proxis and... in time... the rest of the world.
