Background:</p> <p>The world is in upheaval. Superpowered people keep popping up across the world. The governments of the world attempt to control those with power, however, they won't be controlled. After years of struggle those with powers have emerged victorious and the government has been forced to a bystander role. Despite the joy it caused the super powered people, it led to untold chaos as those once freedom fighters turned into criminals. The world cried out in terror and superheroes answered. Together they formed a guild, Guardians of Peace, to stop the rampant crimes but soon the criminals responded. The criminals fought back with their own guild, Fires of Apocalypse, causing untold destruction across the world as bystanders continued to get caught in superpowered fights to the death. After years of countless deaths the Treaty of New Dawn was signed allowing the three factions to sit in an uneasy peace. This is the world we share.</p> <p>In this world there's a peace treaty between the heroes, villains and the government. The government's main job will be to minimize the damage but they will not just be a "clean-up crew". Those who are apart of either guild will not be judged by a court of law but by their respective guild. Those that act without being apart of the guild will be subjected to normal law, and may attract the hostility of one or both guilds and the government may make an appeal to one or both guilds.</p> <p>Team ups- Heroes are allowed to form a group up to 5 and that group can stay together as long as they like. But once one becomes a senior hero, they cannot form a group unless an emergency. As for villains, they can only team up if they are facing a hero group and can only be made up of villains with a corresponding level and their number cannot exceed the hero group.</p> <p>Factions:</p> <p>Villians guild: Fires of Apocalypse (FAO)</p> <p>Position & Requirements:
Henchmen- apply and complete the mandatory 1 month boot camp
Senior Henchman- henchman experience of 1-2 years
Right-hand man- 1-3 years as a senior henchman
Super villain- 1-3 years as a right-hand man, those without powers will be given a special item
Senior Supervillain- 5 years
Elite Super villain- be rated as a level 8 or higher, made up of mostly superpowered villains
Councilman- be rated as a level 8 or higher and be voted in also while as a councilman they cannot partake in assignments higher than level 7. Currently consists of the Suit, General Pain, Void Minister and the 10 others to be named later.</p> <p>Guild Info:</p> <p>Ratings: The council determines the level and the levels ranged from 1-10
A super villain can only get as high as level 5, also not all super villains start as level 1, some can begin as high as level 5. Once one becomes a senior villain they can become a higher level.</p> <p>Criminal exchange and missions: Criminals can exchange their ill gotten profits, research, and items for guild points. Guild points can be exchanged for subordinates, weapons, special items, research, additional subordinates, and even experimental power stimulation drugs (no guarantee of success and near certainty of death). Missions are determined by the guild and posted publicly on a board. All members can challenge any mission on the board, except lvl 8 and higher they are for elite only, however, it is advised that people choose missions within their means. If a person on a mission does not come in contact with the guild in a month's time they will be considered deceased and no rescue mission will be attempted. Completing missions not only grants guild points but also increases a villains rating depending on difficulty. Lastly, all guild members must acquire a minimum amount of guild points to service their annual fees.</p> <p>Void Library: All common knowledge is contained within this library and can be accessed for free and downloaded directly to a person's mind in order to save time. Furthermore, for guild points a subscription to the void library's Pirates Flag app can be obtained, which provides any and every tv show and movie ever made in high definition (including those in theaters). The best function of the library is the experimental research function. Equipped with high tech labs freshly bleached removing bloodstains and equipment stolen from around the world there is literally no better (known) lab. Every kind of nasty creature and super technology is contained within. To access these labs and research a price of guild points must be paid.</p> <p>Subordinates: Henchmen are under the control of super villains and up, normally they are randomly assigned a super villain, but a super villain can request a henchmen and if more then one tries to attain said henchmen the one with more seniority will attain them. Also the higher ranked a super villain is the more henchmen they are allowed to have but they do not need to have any. Trading subordinates is allowed on the exchanged and yes, they are just like slaves.</p> <p>Superheroes Guild: Guardians of Peace (GOP)</p> <p>Positions & Requirements:
Trainee- Superpower or college degree
Support- 1-3 years as a trainee but not picked up by a hero
Sidekick- 1-3 years as Trainee and chosen by a hero
Hero- 1-3 years as a sidekick
Senior Hero- 5 years as a hero
Paragons- Senior Hero with a rating A or S from the guild
Councilmen- Selected from paragons. The council is made up of 7 individuals, The Patriot and 6 others to be named later</p> <p>Guild Info:</p> <p>Sidekicks: A hero can have 1-3 sidekicks, but are not required.</p> <p>Guild Fee's: The guild will require points to maintain member status and their will be a board of requests that will provide points and you will be able to use accumulated points for items.</p> <p>Hero's Mission and Board: The mission of a hero is to stop crime and save lives thus a hero is always 'on call'. However, heros can also accomplish special missions not only for the sake of goodness but also to earn guild points. The guild will provide support by giving access to information publicly known to the guild and call for support for the hero as the situation call for it. Also, guild points can be traded for special items and subordinates.</p> <p>Hero Ratings: Heros are divided into ratings from A to F with a special rating of S. Depending on a hero's rating they can either take missions their own ratings or plus/minus one of their ratings. Heros can move up in rating by either completing 10 missions on their own rating or 3 missions of a higher rating.</p> <p>The Government (SPOOK)</p> <p>Known Positions:
Led by Head Officer: John Larch</p> <p>Field Officer: Mr. Smith and various others.</p> <p>SPOOK Info:</p> <p>Not much is known about the SPOOK agency of the government. Even less, it's true mission. On the surface it claims to be an organization guarding against and giving oversight to super powered individuals on behalf of the government and to aid civilians after the heroes and villains clash. However, recent covert actions have led many suspicious of the unknown entity and its members.</p> <p>Rules for the story:</p> <p>Cannot make major story line without consulting the others involved.
Cannot change/kill a councilman without consulting the others involved.
Cannot write a councilmen differently then what is agreed upon
