When a universe spanning federation accidentally discovers a planet with what appears to be true magic on the surface, using bureacracy and politics they "drop" individuals on the surface to attempt to take control. After 150 years of constant setbacks, the planet is finally designated a protected environment and the federation just keeps a mock level of security to prevent more intrusion and allows the planet its privacy.

The main character falls into this story as a researcher trapped in a lab orbiting the planet, until his chapter ends... and begins anew.
