Twelve thousand years ago, Earth was cut off from the rest of the Galaxy thanks to the Veil. Now the Veil has collapsed, and with it, the System has returned. Earth is in the unenviable spot of having a population that the System determines is too large for the planet. Not to mention the other races that went into hibernation when the Veil went up!
